The Ministry of Ports and Airports announced, during the opening of the Brasil Export National Forum on Tuesday (6), the creation of the Technical Working Group on the Impacts of the Consumption Tax Reform on Port Lease Agreements (GT-RTC Portos). The group will focus on monitoring and evaluating the effects of tax changes on existing contracts and on the assumptions used in studies for new port leases.
As a consultative body, the GT will analyze topics such as the economic-financial balance of contracts, port tariffs, costs, investments, and criteria used in Technical, Economic, and Environmental Feasibility Studies (EVTEA), considering the transition to the Contribution on Goods and Services (CBS) and the Tax on Goods and Services (IBS). At the end of its work, a diagnosis and recommendations for addressing the identified impacts will be prepared.
According to the National Secretary of Ports, Alex Ávila, the creation of the group will allow for a technical monitoring of the tax reform's effects on contracts and new projects in the sector, as well as providing support for any necessary adjustments during the transition. "This group will be important for us to technically and coordinately assess how the tax reform can impact existing lease agreements and also studies for new port projects. The idea is to identify these impacts in advance, build diagnoses and recommendations, and provide greater security for the sector to navigate this transition period with predictability," he highlighted.
The group will be coordinated by MPor and will also include representatives from the National Waterway Transportation Agency (Antaq) and Infra S.A. Representatives from other bodies, public and private entities, and specialists may also participate as guests. The estimated deadline for completing the work is 360 days from the GT's establishment, with the possibility of extension for an equal period.
Also during the Brasil Export Forum, the National Secretary of Ports, Alex Ávila, was honored by the event's organization with a trophy in recognition of his performance leading the National Secretariat of Ports between 2023 and 2026. The honor was bestowed by Fabricio Julião, CEO of Grupo Brasil Export, and José Roberto Campos, president of the Brasil Export National Council.
