The Plenary of the National Assembly is processing the Organic Law Project on Marine-Coastal Space Governance to define the new sectoral regulatory framework. This regulation seeks to strengthen the legal protection of Ecuador's territorial sea through the ordering and control of productive activities of the merchant fleet. The project introduces specific guidelines to delimit the use of riparian zones, directly impacting the planning and development of national port infrastructure.
The consideration of the proposal in its second debate is based on the technical need to align local legislation with international ocean policies. Various maritime guilds and involved stakeholders are closely following this key legislative session that will regulate the sustainable use of living and non-living resources. The institutional support for this legal framework seeks to remedy existing regulatory gaps that slowed down operational and control processes in coastal areas.
The approval of this law projects greater legal certainty for private investments in the national port and multimodal transport sector. The operational continuity of terminals will benefit from a clear delimitation of competencies that will avoid duplication of administrative controls.
