Brasília, 02/10/2026 - The National Waterway Transportation Agency (ANTAQ) held, this Wednesday (30), the second meeting of the "Agendas in Sync" workshop, an initiative created to expand integration among the Agency's different areas and bring its planning instruments closer together. This time, the debate focused on the subsidies received during the review process of the 2025-2028 Regulatory Agenda and the possibilities for addressing topics that also interact with other fronts of the institution's work.
Conducted by the Superintendence of Regulation (SRG), the meeting presented the Agenda review process and the treatment given to the contributions received. In total, 99 contributions were validated, coming from ANTAQ units, the external public, and the Ministry of Ports and Airports. Of this total, 17 were considered eligible within the scope of the Regulatory Agenda. The others were analyzed to identify other possibilities for treatment within the Agency.
Among the contributions classified as new topics, 21 were selected for discussion in the workshop. The proposal was to put these subjects in dialogue with the areas that already develop related work, allowing an evaluation of how each demand can be used or addressed within the scope of ANTAQ's different agendas.
The discussions covered issues related to inland navigation, inspection, data interoperability and governance, port performance, transparency of charges to users, service quality, and operational capacity of ports. For each debated contribution, areas were indicated for knowledge and evaluation regarding the relevance of eventual treatment, respecting the competencies of each unit.
For the Superintendent of Regulation, José Renato Fialho, the integration among the areas allows for a broader view of the discussed topics: "More than defining which agenda each contribution should enter, we want to create connections between the works already carried out in the Agency. Often, the same topic can have different dimensions and be better understood when areas share information, experiences, and perspectives," he highlighted.
Agendas in dialogue
The "Agendas in Sync" workshop was created to bring ANTAQ's different planning instruments closer together. The initiative stems from the understanding that, in addition to the specialized work of each unit, common topics may require greater information exchange and an integrated vision among regulation, inspection, studies, environmental agenda, planning, and management.
The cycle of debates began on September 25, with a presentation on the National Logistics Plan (PNL) 2050, bringing into the Agency the vision of long-term planning for Brazilian infrastructure and its developments for the waterway sector. From this first look, the subsequent meetings advance on ANTAQ's own agendas and the connection points between them.
To conclude the workshop, the last meeting will be held on October 13, with programming in the morning and afternoon. The debate will focus on the agendas, rites, and projects of the areas, in addition to the Institutional Strategic Planning (PEI). The proposal is to expand knowledge about these different work fronts and identify connection points and opportunities for greater integration.
Participating in this stage are the Superintendence of Hydrographic Studies and Projects (SEPH), the Superintendence of Inspection and Coordination of Regional Units (SFC), the Superintendence of ESG and Innovation (SESGI), and the General Secretariat (SGE), in addition to the Superintendence of Regulation (SRG), which will continue the discussions initiated at the meeting on the 30th.
