The Board of Directors of the Port Authority of València (APV) has approved a collaboration agreement with the València City Council that outlines the commitments of both parties for the execution, maintenance, and conservation of what will be the new Desembocadura València Park. This agreement seeks to guarantee the adequate management, maintenance, conservation, security, and financing of the project as a public space.
The agreement, which will have a duration of 4 years, extendable for another 4, establishes mixed financing for the project. Thus, the APV will invest 16.2 million euros – including VAT – allocated to the execution of the works and actions planned within the service area of the Port of València (port land for public use), while the City Council will contribute 15.6 million euros for the execution of actions external to this area.
The APV will be responsible for tendering, awarding, contracting, and executing all construction works for the new park, both those included in the service area and in the expansion area. In addition, it makes the land in the service area located within the park's scope available to the City Council so that both users and municipal maintenance, conservation, cleaning, and security personnel can access it.
For its part, the City Council assumes the drafting, supervision, approval, and execution of the project; of the landscaping, re-naturalization, and urbanization works, while also taking charge of the facultative direction service of the works, as well as supervising them. Likewise, it will have the obligation to guarantee the maintenance of the park after its opening, including the water sheet from the Astilleros Bridge to the new covered channeling point.
In other matters, the Board of Directors has approved the partial suspension of the administrative concession to VALENCIA NORTH TERMINAL (VNT), in order to align the construction project of the maritime container terminal in the northern expansion of the Port of València with the ongoing works.
The project presented by VNT in July 2026 increases private investment to 1,656 million euros (the initial investment was 1,011 million euros). The presented project adjusts to the demands and needs posed by maritime transport and proposes an updated sequence of construction phases, adapted to the available information and the forecast for the availability of land by the APV.
In this regard, it is considered that there are objective technical circumstances, linked to the complexity, magnitude, and execution sequence of the works that condition the availability of the land in the initial phase of the concession and prevent the orderly start of VNT's works.
This partial suspension does not affect the surface already delivered to the concessionaire, nor does it imply an alteration of the duration of the concession or grant an additional extension to the concessionaire. It is not, therefore, about altering the essential regime of the concession, but about temporarily modulating the effects of the title regarding those surfaces that cannot yet be used for the development of the terminal.
Regarding the execution contract for the North Terminal container quay project, the Board has also agreed to extend the partial deadline for some of the actions after identifying certain incidents in the execution of the work, such as the impact of the DANA and other technical aspects, as well as the incorporation of new solutions to be evaluated after the presentation of the construction project by the concessionaire in order to align the works.
The final deadline for the entire work is not extended; it remains at 58 months, with its completion scheduled for August 2029.
Partial deadline 1 (50 Ha consolidated and 500 m of quay beam) provided for in the contract is extended by 9 months, resulting in a new completion date of July 17, 2027.
Likewise, partial deadline 2 (1500 m of quay and an adjacent area of 99 Ha consolidated) is extended by 8 months, resulting in a new completion date of July 17, 2028.
On the other hand, in order to facilitate the normal execution of the works of the Intermodal and Logistics Terminal of Valencia Font de Sant Lluís, the Board has ratified the signing, by the president of the APV, of the second amending addendum to the agreement signed between the Ministry of Public Works, the Generalitat, the València City Council, and ADIF.
ADIF is carrying out the necessary actions for the commissioning of Phase 1 of the Valencia FSL Terminal. These works had an initial budget estimate of 35,000,000 euros, which has finally been extended to 37,400,000 euros to meet the project update. This addendum contemplates the creation of an inter-administrative cooperation body between the APV and ADIF in order to supervise and control the management of the terminal.
The Board of Directors has also approved an addendum to the agreement between the Gandia City Council and the APV for the establishment of the port-city integration policy model. This agreement will definitively allow the tender for the urbanization project of the area around the fruit sheds and the controlled area of the Port of Gandia, which will create a public space for citizens.
The project, financed by Valenciaport, has a base tender budget exceeding 6.8 million euros (8.2 million with VAT) and an area of 24,987 square meters, located on port land. Of these, 1,894 square meters will correspond to landscaped areas and will include a parking lot with 78 spaces.
The addendum to the agreement agreed by the Board establishes that the Gandia City Council will assume the commitment to conserve and maintain the areas affected by the works once they become available for public use.
In other matters, the Board has agreed to commit to an unextendable deadline of December 31, 2028, to finalize the improvement actions on the Sagunto-Teruel-Zaragoza line, given that incidents had occurred during the execution of the actions at Cella station (Teruel) that affected the initially planned schedule.
The Board has approved the appointment of Cristian Monzón Sanjuan, Head of Public Domain, as a member of the Board of Directors of VPI Logística, replacing Luis Fernando Sánchez Villena. Likewise, the modification of the maximum tariffs applicable to the occupation of surface area at the APM TERMINALS VALENCIA and CSP IBERIAN VALENCIA TERMINAL terminals has been agreed upon.
On the other hand, the operating model for the ARCELORMITTAL concession in the Port of Sagunto has been approved, for use by BERGÉ MARÍTIMA SAGUNTO, for the execution of the Services Contract signed between both entities, for the purpose of carrying out logistical activities of vessel reception, loading, unloading, storage, and transport of goods.
Finally, BHS SHIP SUPPLIES S.L. has been authorized to provide commercial ship supply services in the ports of Gandia, Sagunto, and València.
