The National Center for Strategic Planning (Ceplan) highlighted the potential of Private Special Economic Zones (PSEZ) to strengthen national competitiveness, attract investments, and promote sustainable productive transformation in the country.
During the presentation ceremony of the regulations for Law N° 32449, which establishes the Special Tax and Customs Treatment for Private Special Economic Zones, the president of Ceplan, Giofianni Peirano, presented the main findings of the study developed jointly by the Ministry of Foreign Trade and Tourism (Mincetur) and Ceplan, which identifies Lima, Callao, Ica, and Arequipa as the regions with the most favorable conditions for the development of PSEZ.
He pointed out that Private Special Economic Zones represent an opportunity to drive the incorporation of technology, strengthen national production, and generate value chains with greater international competitiveness.
Giofianni Peirano emphasized that the objective is not only to increase exports but also to promote productive transformation processes that generate greater added value and formal employment in the regions.
He explained that the technical study evaluated factors related to logistical infrastructure, port connectivity, institutional capacity, export potential, and human capital, elements considered key to guaranteeing the sustainability and viability of future special economic zones.
The head of Ceplan highlighted that Peru has strategic advantages linked to its location in the Pacific and the development of new logistical and port corridors, which opens opportunities to consolidate the country as a logistical and productive hub in South America.
In this context, he noted that the articulation between the public and private sectors will be fundamental to attracting industries with greater technological complexity and promoting knowledge transfer processes to national companies.
During his speech, Giofianni Peirano also emphasized the need to move towards a more diversified economy, less dependent on the export of raw materials.
He indicated that strengthening sectors related to manufacturing, innovation, and emerging technologies will improve the country's competitiveness and expand opportunities for sustainable development.
Regarding the Peruvian Amazon, the official maintained that there is significant potential to generate added value from forest resources and biomass, always under criteria of sustainability and territorial development.
He added that Private Special Economic Zones can become spaces for productive and technological articulation that contribute to revitalizing regional economies.
The head of Ceplan stressed that the development of these zones must be accompanied by territorial planning, adequate services, and human capital strengthening, in order to ensure orderly and sustainable growth for the benefit of the population.
Giofianni Peirano noted that the goals set in the National Strategic Development Plan to 2050 aim to increase the country's economic complexity, strengthen manufacturing, and raise labor productivity, objectives that require close articulation between the State, the business sector, and civil society.
The approval of the Regulations for Law N° 32449 constitutes a key step for the implementation of the Private Special Economic Zones regime, an instrument that seeks to promote investments, boost productive diversification, and generate new formal employment opportunities in the different regions of Peru.
