The Supervisory Agency for Investment in Public Use Transport Infrastructure (Ositrán) presented the main advances of its 2025-2026 management and the challenges facing the regulation of public use transport infrastructure, during the Public Accountability Hearing "Regulation and Infrastructure: Building Development".
The president of Ositrán's Board of Directors, Verónica Zambrano Copello, presented a report on supervision, inspection and sanction, tariff regulation, user attention and participation, as well as institutional strengthening and outreach to citizens.
"Contracts under supervision represent commitments of USD 22.0085 billion, of which USD 14.089 billion have been executed, which is 64%. During 2025, investments of USD 1.3263 billion were executed, mainly in railways and airports, as well as roads and ports," Zambrano detailed to parliamentarians and representatives of user associations, sector guilds, and other government entities that participated in this hearing.
The event is held annually in compliance with a directive from the Regulator itself and was inaugurated by the third vice president of the Senate, Estanislao Edgar Mancha Pineda, in the Alberto Andrade auditorium of the Congress of the Republic. The legislator welcomed "Ositrán's commitment to transparency and citizenship" and highlighted that listening to citizens and "adequate regulation allows for efficient services".
Regarding supervision, the president of Ositrán specified that, in 2026, 35 concessions are supervised, including the Huancayo-Huancavelica Railway and Longitudinal de la Sierra Section 4. She also detailed that during 2025, 2644 supervision activities were carried out, achieving 99.1% compliance with respect to the adjusted annual plan. These actions included roads, ports, airports, railways and metro, as well as the Peripheral Ring Road.
Ositrán's presentation was commented on by Senator Jaime Delgado, a member of the Economy, Environment and Consumer Defense Committee of the Senate, who stated that he agreed with the OECD recommendations "to guarantee the independence and specialization of regulatory bodies".
In turn, Deputy Luis Quispe Candia, president of the Infrastructure, Housing and Transport Committee of the Chamber of Deputies, expressed that state agencies must contribute to strengthening the role of organizations such as Ositrán and stressed the importance of "consulting and listening to regulators" when making technical decisions.
In regulatory matters, Ositrán reported on the tariff review and setting procedures developed during the period, including the setting of the Unified Airport Use Fee (TUUA) for transfer passengers, as well as the changes established through Addendum No. 9 of the Jorge Chávez International Airport concession contract.
Likewise, the president of the Regulator presented the annual supervision plan for the Chancay Multipurpose Port Terminal and the legal contingencies that have arisen around it.
Regarding user attention, Zambrano highlighted the work of the orientation centers located in some infrastructures and the decentralized offices. During 2025, 10,183 orientations and training sessions were carried out in Lima and Callao, while the offices in Arequipa, Cusco, and Loreto provided 8,432. She also highlighted the operation of the eight User Councils that allow for gathering information on transport service problems.
During the hearing, it was reported that in 2025, 54 firm sanctions were registered against service providers, for an amount of S/ 10.1 million, in addition to penalties applied to concessionaire companies and supervisory companies.
In another aspect, the president of Ositrán presented the milestones of the institution's digital transformation, such as Puentes en Alerta, a panel that monitors the situation of bridges at risk; and the implementation of the BIM Room as part of the new digital strategy in the Supervision and Inspection Management, with data management systems and artificial intelligence solutions.
The hearing included a panel of comments from parliamentarians and answers to questions from the public, which was moderated by Flavio Ausejo Castillo, director of Continuing Education at the School of Government and Public Policy of the PUCP.
Finally, Deputy Jaime Abensur Pinasco, president of the Legislative Ordering and Monitoring Committee of the Chamber of Deputies, at the closing of the public hearing, congratulated Ositrán for the accountability and expressed that "regulating means guaranteeing that behind a concession there is an efficient service and respect for the rights of citizens".
