Cosco Shipping Ports plans to activate the second expansion phase of the Port of Chancay when the terminal reaches one million containers handled, explained José Ignacio de Romaña, director of Cosco Shipping Ports Chancay Perú, during ExpoMina 2026, held in Lima.

The expansion includes the addition of 11 additional berths, which will increase the terminal from four to a total of 15. According to De Romaña, the operational capacity will be adjusted as cargo volumes and demand for port services increase.

Over the last year, the terminal handled 342,000 containers and 1.2 million tons of loose cargo, according to the company. By the end of 2026, the projection is to reach 500,000 containers handled.

Cosco maintains objections to Ositrán

Cosco Shipping Ports will continue to question the intervention of the Supervisory Body for Investment in Public Use Transport Infrastructure (Ositrán) in the Port of Chancay, De Romaña also pointed out.

As reported by Perú Retail, the executive stated that the company believes the regulator's powers should focus on supervising state assets granted under concession. He explained that the Port of Chancay was built with private capital and, under the company's interpretation, Ositrán would only have jurisdiction in the absence of competitive conditions.

De Romaña maintained that the company will continue its objections until, in its opinion, what is established in the legislation is applied.

Under this scenario, the executive warned that Ositrán's regulation could generate higher costs for importers, who would eventually pass that impact on to consumers. "If the norm or the law says that Ositrán must be paid, there is prejudice because [the regulator] charges up to 1% of sales […] In Chancay, charging 1% more for all imported and exported goods is detrimental to all Peruvians," he stated.

Competition between Chancay and Callao

The representative of Cosco Shipping Ports explained that, before Chancay began operations, some companies transported their supplies from the Port of Callao to destinations such as Huaral.

With the new terminal's location within that route, certain importers began to consider Chancay's services as an alternative. In this context, De Romaña affirmed that there is competition between both ports.
