RWE Surrenders U.S. Offshore Wind Leases in $1.22 Billion Settlement

RWE has become the latest offshore wind developer to reach a settlement with the Trump administration, agreeing to relinquish its U.S. offshore wind leases in exchange for a $1.22 billion settlement while redirecting investment toward LNG and natural gas generation.

The agreement between RWE U.S. Offshore and the U.S. Department of the Interior covers offshore wind lease areas in the New York Bight, offshore California and offshore Louisiana. The company said it determined there is "no path forward" to permitting the projects in the United States for the foreseeable future.

Under the settlement, RWE will receive $1.22 billion to resolve its legal claims against the U.S. government and surrender the leases. The company said the agreement allows it to redeploy capital into projects that can move forward with greater certainty.

RWE said it had invested more than $1 billion acquiring the leases and advancing project development, describing them as the result of years of planning, investment and collaboration with federal agencies.

Rather than continuing to pursue offshore wind development in the U.S., RWE Americas plans to expand investments in conventional and dispatchable energy infrastructure.

Among the projects announced alongside the settlement is a $900 million investment for an indirect 16% stake in the Louisiana LNG export project, with the proceeds supporting construction of the terminal. The company has also signed a $300 million turbine reservation agreement to secure future gas turbine capacity as it develops a pipeline of 15 natural gas peaking power plants across the United States.

RWE said it also intends to invest approximately €17 billion in the U.S. over the next six years, increasing its generation portfolio from roughly 13 GW across 27 states today to 22 GW by 2031. The company commissioned 2 GW of new U.S. generating capacity during 2025.

Interior Secretary Doug Burgum welcomed the agreement, framing it as another step in the administration's effort to shift investment away from offshore wind.

"Americans deserve an energy system built on common sense, not one dependent on costly subsidies or technologies that can't meet our country's current demand," Burgum wrote on X. "We welcome RWE's agreement and voluntary investment in projects that strengthen our nation's energy security, provide dependable baseload power and help keep electricity affordable for hardworking Americans today while supporting our country's long-term energy future."

The agreement marks the latest in a growing series of negotiated settlements between the Trump administration and offshore wind developers.

In June, Duke Energy agreed to terminate its Carolina Long Bay offshore wind lease and redirect $129 million into new power generation and grid investments. Similar agreements have also been reached with Invenergy, TotalEnergies, Bluepoint Wind and Golden State Wind as the administration continues to unwind offshore wind leasing through negotiated settlements rather than lengthy litigation.

The strategy represents a dramatic reversal from the Biden administration, which expanded offshore wind leasing through multiple federal auctions that generated billions of dollars in winning bids and opened new lease areas along the Atlantic, Pacific and Gulf coasts.

For the maritime industry, each canceled lease further shrinks the pipeline of future offshore wind projects that had been expected to drive demand for Jones Act-compliant wind installation vessels, feeder barges, port upgrades and domestic supply chain investments supporting the U.S. offshore wind sector.
