The Trucking Business Association (AGEC) announced the submission of a request for a ruling to the Comptroller General of the Republic to investigate the oversight role of the San Antonio Port Company (EPSA) regarding the concessionaires DP World and San Antonio Terminal Internacional (STI).
According to the organization, the request seeks to clarify responsibility regarding the long waits experienced by transporters to enter the port, which has caused a series of costs for them.
Through a statement, AGEC reported that "the complaint indicates that the obligation to first pass through a flow regulator (ASAT), even when trucks meet all requirements to enter the terminal, has generated longer waiting times, additional costs, more driving hours, and economic damages for transporters. Furthermore, when a truck heads directly to the terminal, it is returned to ASAT, forcing it to make an additional round trip of approximately 10 kilometers".
Additionally, the association detailed that "AGEC maintains that EPSA was formally informed on repeated occasions about these problems, but the difficulties persist, and no effective measures or results of an inspection are known that would allow determining if the concessionaires are correctly fulfilling their obligations".
"The Comptroller's Office is requested to determine if EPSA has effectively fulfilled its oversight duty and if its actions comply with the principles of legality, efficiency, coordination, and control, and that, if non-compliance is detected, appropriate measures be adopted," the statement indicated.
Furthermore, it was emphasized that "the complaint is not primarily directed against ASAT or DP World, but rather questions EPSA for a possible lack of oversight regarding operational problems that AGEC has repeatedly informed them about and which continue to affect cargo transport".
In this regard, Galo Rodriguez, director of AGEC, stated that "we believe this reflects the technical and formal way in which we have addressed this problem throughout this time. What concerns us most is that these waiting periods have become normalized by both DP World and EPSA, while the costs and consequences continue to be borne by transporters and drivers."
Finally, AGEC reported that the Comptroller's Office has received the request and it remains under analysis.
Regarding this situation, PortalPortuario raised the query with EPSA, who had not commented on the matter by the close of this edition, while DP World San Antonio declined to comment on the aforementioned conflict.
