President Daniel Noboa ordered a change in the general command of the Ecuadorian Navy through Executive Decree 388, appointing Rear Admiral Pablo Iván Pazmiño Manrique as the new highest naval authority, replacing Vice Admiral Ricardo Manuel Unda Serrano.
