The Ministry of Energy and Mines (Minem) ordered the publication of the draft supreme decree that will approve new Regulations for Hydrocarbon Exploration and Exploitation Activities, as well as its respective statement of reasons.
The measure was formalized through Ministerial Resolution N.° 240-2026-MINEM/DM, published in the Legal Norms bulletin of the Official Gazette El Peruano.
The ministry indicated that the initiative seeks to update the current regulatory framework to incorporate technological advancements and practices currently used by the hydrocarbon industry, in addition to promoting efficiency in the production and recovery of these resources.
Likewise, the proposal contemplates expressly regulating offshore exploration and exploitation activities, considering their operational and environmental characteristics, as well as aspects related to safety and environmental protection.
The proposal will be disseminated on the institutional portal of Minem with the aim of receiving comments, contributions, and opinions from public and private entities, as well as from the general public, for a period of 30 calendar days.
Comments, contributions, or opinions can be submitted through the reception desk of the aforementioned ministry, located at Av. Las Artes Sur N° 260, San Borja district, Lima province and department, or to the email address prepublicacionesdgh@minem.gob.pe
The General Directorate of Hydrocarbons will be responsible for consolidating and evaluating the observations received before the eventual approval of the new regulations, which would replace the regulatory framework in force since 2004.
