Brasília, 28/10/2026 - Legal certainty and regulatory predictability are fundamental to instill confidence in investors and expand transportation infrastructure in Brazil. The topic was addressed by the Director-General of the National Waterway Transportation Agency (ANTAQ), Frederico Dias, during the "Mobility, Logistics and Connectivity" panel, held this Tuesday (27), at the Infra&Reg meeting.
During the debate, the Director-General highlighted the importance of private investments given the state's fiscal limitations and emphasized the evolution of concessions as an instrument to enable infrastructure projects. In the 30 years of the Concessions Law, completed in 2025, 95 infrastructure auctions were held in the last seven years, compared to 65 in the previous 23 years.
For the Director-General, the advancement of investments also depends on a stable regulatory environment, with clear rules and predictable decisions. "I think the important thing is this: regulatory agencies, in these environments of great need for private investment, continue to provide legal certainty, regulatory predictability and, above all, transmit a lot of security so that the private sector can continue to believe in the country and invest," said Frederico Dias.
Infrastructure Integration
The Director-General also emphasized the need for coordination among public bodies for the integrated development of different transport modes. In the waterway sector, port operations depend, among other factors, on land access conditions and integration with highways, railways, and waterways.
This interdependence requires institutional articulation and joint planning to face challenges that go beyond the isolated action of a single entity. Frederico cited the Investment Partnerships Program (PPI) as an example of a governance mechanism aimed at coordinating initiatives and integrating public sector actions.
Another challenge pointed out was the advancement of waterway concessions, considered important to increase logistical efficiency and contribute to a more sustainable transport matrix.
Also participating in the panel were the Director-General of the National Land Transport Agency (ANTT), Guilherme Sampaio, the President Director of the National Civil Aviation Agency (Anac), Tiago Faierstein, and the Counselor on the Board of Directors of the National Telecommunications Agency (Anatel), Edson Holanda.
