The Ministry of Ports and Airports takes another step to consolidate governance and ethics in its operations. This Monday (26), MPor published an ordinance (link: https://www.in.gov.br/web/dou/-/portaria-gm-mpor-n-3-de-20-de-janeiro-de-2026-683080617) establishing the "Embarque na Integridade" program. The initiative seeks to systematize practices for preventing corruption, fraud, and ethical deviations, ensuring that infrastructure sectors operate under the highest standards of compliance.
The program aims to build a work environment based on diversity, sustainability, and respect for dignified work. The guidelines of "Embarque na Integridade" will be applied in all units of the Ministry, in line with the orientations of the Comptroller General of the Union (CGU), the central body of the Federal Government that coordinates integrity systems and programs. This action is part of 80 public integrity advisory services carried out by the CGU in bodies and entities of the Federal Public Administration.
According to the Minister of Ports and Airports, Silvio Costa Filho, the Federal Government is once again demonstrating its commitment to ethics in public management. "With 'Embarque na Integridade', we are reaffirming to society that Brazilian infrastructure is driven by efficiency, but guided by ethics. We want every port and airport in the country to be a reflection of technical, transparent public management, free from deviations," he evaluates.
Executive Secretary Tomé Franca highlights the educational nature of the program. The proposal is to integrate "Embarque na Integridade" into the ministry's routine. "Our mission is to make every public servant aware of the importance of high standards of conduct. Integrity is not just a set of rules, but the basis for us to deliver quality works and services to the Brazilian population," emphasizes Franca.
To ensure the program's effectiveness, the structure is based on pillars that include high administration support, risk management, and continuous monitoring of planned actions. Governance will be conducted in an integrated manner, with the Ministerial Governance Committee (CMG) as the decision-making body and the Special Internal Control Advisory as the Integrity Management Unit responsible for coordinating the execution and evaluation of goals.
According to the Secretary of Public Integrity of the CGU, Patrícia Alvares, the implementation of the measure reduces the risk of misconduct or corruption-related failures, enabling good results on the ground. "Thus, we ensure better delivery of public services to society and increase people's trust in the institution," she states.
The General Coordinator of Federal Public Integrity of the CGU, Daniel Espínola, explains how, in practice, the integrity program prevents irregularities. "With it, agencies can plan initiatives such as workflows to check and investigate complaints, routines to identify risks, and create anticipated solutions."
Transparency
The program's command structure will be shared. In addition to the CMG's strategic role, the Integrity and Transparency Committee (CIT) will serve as a consultative and supervisory arm. Areas such as the Special Social Communication Advisory and the Undersecretariat of Management and Administration will promote the training of public servants, planning, and dissemination of initiatives through institutional channels.
MPor has established a timeline until 2027. Actions include the creation of flows to prevent nepotism in appointments and contracts, the development of monitoring mechanisms, and the implementation of risk management methodologies.
There will also be a concentrated effort on awareness actions regarding whistleblower protection and conflicts of interest, ensuring that the program reaches all levels of the ministry. The Integrity Plan, which organizes the measures to be adopted during the period, will be updated every two years and will be available on the Ministry's website.
