Brasília, 09/18/2026 – The new Investment Monitoring System (SAI) was unveiled by the National Waterway Transportation Agency (ANTAQ) this Thursday (17), at the auditorium of the National Department of Transport Infrastructure (DNIT), in Brasília (DF). The workshop was promoted by the Agency's Superintendence of Inspection and Coordination (SFC), with the objective of presenting the tool that will make the monitoring of investments foreseen in lease agreements and accession contracts more organized and integrated.
The Agency presented the system's functionalities, access profiles, and the stages of the monitoring workflow. SAI replaces the manual submission of the Realized Investment Project Monitoring Report (RAPIR) in PDF with a standardized digital workflow. In a single environment, contracts and their respective monitoring reports submitted by regulated entities are consolidated, allowing for the registration, submission, analysis, and approval of information.
According to ANTAQ's Planning and Intelligence Manager for Inspection, Pedro Soares, the creation of SAI stemmed from a need identified in investment monitoring. Until then, companies filled out the RAPIR and forwarded the document to the Agency, which made it difficult to consolidate and compare information. The new system transforms this information into a structured database. For companies, the tool offers a single environment with automatic validations and notifications at each stage. For inspection, it allows for secure monitoring of the investment portfolio.
Among the features presented are the input of financial and physical investment information, automatic email notifications, validations performed by the system itself, and a record of changes made, with information on the user, date, and values.
The workflow involves different profiles, such as regulated entity, port authority, inspector, and grantor. Depending on the stage, it is possible to analyze, approve, or return the monitoring for correction, with a record of justifications and automatic communication to those responsible. In accession contracts, the submission goes directly from the Regulated Entity to Inspection.
The presentation also showcased SAI's financial dashboard, which consolidates investment portfolio information and allows for visualizing resource evolution, distribution by region, and data from monitored contracts.
