Latvian ports have completed a joint digitalization project, resulting in a unified digital platform for the terminals of Riga, Ventspils, and Liepaja.
Designed to optimize operations and improve customer service, this shared platform will enhance collaboration, streamline information flow, and reduce manual data entry, establishing a technological foundation for the future development of the Latvian maritime sector.
The project was implemented by the Freeport of Riga Authority in collaboration with the Freeport of Ventspils Authority, the Liepaja Special Economic Zone Authority, and various government agencies. With the support of the European Union's Recovery Fund, this is the most ambitious digitalization project in the history of Latvian ports.
Through the joint development and implementation of unified digital solutions, the three largest ports avoided duplication of efforts and the creation of parallel, independent systems. This approach ensures more efficient use of public funds, reduces maintenance costs, and establishes a shared technological ecosystem for future joint development.
As part of the project, a comprehensive multimodal logistics and port services platform was created, offering various integrated solutions. Port clients—including shipping agents, shipping companies, terminals, and other service providers—can now access real-time information from a single platform, which centralizes data on vessel calls, berths, port services, permits, passes, contracts, and payments. Additionally, it features a unified communication environment with port authorities, real-time vessel tracking, and interactive digital maps showing port infrastructure.
At the same time, ports and relevant government agencies will benefit. For port Vessel Traffic Services (VTS), the new solutions offer a unified overview of vessel movements and port operations, reducing the volume of manually processed information and improving coordination among port services, pilots, tugboat operators, and shipping agents. Meanwhile, the State Border Guard will have access to a more comprehensive and real-time overview of vessel movements and permits issued by the ports.
The developed platform includes the Port Community System (PCS), the Operational Information System (OIS), a geographic information solution, an access control system, a data analytics solution, and a data exchange solution that ensures integration with the Maritime Administration of Latvia, VAS Latvian Railways, SKLOIS and other state and port information systems.
