Peru Updates Port Supervision Regulations in Line with IMO Standards

With the aim of strengthening maritime transport safety, protecting the aquatic environment, and safeguarding living and working conditions on board, the National Maritime Authority has formalized the incorporation of new international provisions issued by the International Maritime Organization (IMO).

Through Directorial Resolution N° 657-2026 MGP/DICAPI, issued on September 16, 2026, and published in the Official Gazette El Peruano on Saturday, September 19, the Directorate General of Captaincies and Coastguards resolved to recognize and incorporate the Procedures and Complementary Provisions for Port State Control (2025 Edition). This update directly references IMO Resolution A.1206(34) and its amendments.

Main aspects of the regulation:

• Regulatory replacement: This provision repeals the previous Directorial Resolution N° 963-2024 MGP/DICAPI, updating the framework applicable to inspections carried out on foreign-flagged vessels in Peruvian ports.
• Structure of the regulatory document:
  • Annex "A": Contains the procedures of IMO Resolution A.1206(34) (comprising 5 chapters and 21 appendices).
  • Annex "B": Incorporates national procedures and complementary provisions (comprising 7 chapters and 26 articles).
• Compliance with regional commitments: The update allows Peru to continue effectively fulfilling the commitments made under the Latin American Agreement on Port State Control (Viña del Mar Agreement 1992) and the Tokyo Memorandum of Understanding (Tokyo MOU 1993).

Impact on the port sector:

Given the continuous growth of port development in the country and the increase in the arrival of foreign-flagged vessels, the updating of these operational guidelines will allow for more rigorous control. Through standardized and harmonized inspections, Supervising Officers will be able to timely detect deficient vessels that do not comply with international navigation and safety standards.
