The Ministry of Economy and Finance (MEF) authorized a transfer of 3 million soles to the National Fisheries Development Fund (Fondepes) to finance the preventive and corrective maintenance of 12 artisanal fishing landing sites, allowing for the mitigation of the effects of the El Niño Phenomenon.
Fondepes explains that an artisanal fishing landing site comprises port infrastructure (jetty, marginal, or floating dock) and support facilities for the unloading of hydrobiological resources, such as pre-treatment, provisioning, transport, and commercialization of fishery products, which allows for the provision of quality services.
Through Supreme Decree Nº 193-2026-EF, published today in the official newspaper El Peruano, this transfer operation was approved in the public sector budget for fiscal year 2026, charged to the MEF Contingency Reserve.
The head of the entity enabled in the transfer approves the disaggregation of the authorized resources within five calendar days of the validity of this legal provision.
The resources from the transfer of appropriations cannot be used, under penalty of responsibility, for purposes other than those for which they are transferred.
The considerations of the norm indicate that the Contingency Reserve constitutes a global budgetary credit within the MEF budget, intended to finance expenses that, due to their nature and circumstances, cannot be foreseen in the budgets of the entities.
