China's State Council has formed a team to investigate the deadly fire that occurred on a cargo ship undergoing maintenance at Qingdao Beihai Shipbuilding, located in the eastern province of Shandong, as reported by the Ministry of Emergency Management. The incident resulted in 25 fatalities and five injuries.
The team is headed by the Ministry of Emergency Management and includes the participation of authorities such as the Ministry of Foreign Affairs, the Ministry of Industry and Information Technology, and the Ministry of Public Security.
In its first plenary meeting, held on the afternoon of Monday, September 14, the team urged authorities to determine the cause of the accident as soon as possible, fully delineate all responsibilities, and strictly hold those responsible accountable in accordance with the law.
The meeting noted that local governments, relevant departments, and central administration public enterprises must learn profound lessons from this accident.
Furthermore, the meeting called for comprehensive investigations and corrections of all types of fire risks, as well as strengthening safety measures in key sectors - including hazardous chemicals, mining, transportation, and construction - to resolutely prevent and contain serious accidents and disasters.
Following the incident in Qingdao, the Ministry of Emergency Management sent a working group to the scene to direct rescue efforts, while Shandong provincial authorities mobilized resources to coordinate response actions at the site.
It should be noted that a total of 42 people were on board the vessel when the fire broke out. Of these, 12 were safely evacuated and five were injured, with the latter being transferred to a local hospital where their condition was reported as stable.
The fire was extinguished around 2:30 PM on Thursday, September 10. By 5:30 PM, rescuers had found 20 of the 25 people initially reported missing, all without vital signs.
