The Panama Maritime Authority (AMP) reaffirms its commitment to the Maritime Labour Convention (MLC, 2006), ratified by the Republic of Panama, as well as to the protection of the rights and fair treatment of seafarers, in coordination with the International Labour Organization (ILO) and the International Maritime Organization (IMO).
The institution ratifies its permanent willingness to dialogue with all sectors that make up the maritime, logistics, and port community, including trade organizations, professional bodies, academic institutions, and other sector stakeholders, always with the common objective of the well-being and protection of seafarers.
The AMP believes that matters related to the sector and the protection of seafarers' rights must be addressed responsibly, openly, and through the appropriate institutional channels, prioritizing technical and constructive exchange.
In this regard, the institution has a formally scheduled meeting with the National College of Seafarers (CONAGEMAR).
Panama, as the world's leading maritime registry, faces significant operational challenges arising from the magnitude and global presence of its merchant fleet. Nevertheless, it maintains permanent supervision, inspection, and monitoring mechanisms through the Directorate General of Merchant Marine (DGMM) and the Directorate General of Seafarers (DGGM).
The DGGM is responsible for conducting maritime labor inspections within the jurisdictional waters of the Republic of Panama, in compliance with the provisions of Decree Law No. 8 of February 26, 1998, and Executive Decree No. 86 of February 22, 2013.
For its part, the DGMM, as the responsible flag State, has delegated the functions of inspection and certification of vessels under the MLC, 2006, to Recognized Organizations (ROs), which are auxiliary entities duly authorized by the Panamanian maritime administration in accordance with the international regulatory framework.
In addition to the inspections carried out by the ROs, the State includes aspects related to this instrument in flag supervision inspections.
Likewise, the AMP periodically develops actions aimed at strengthening oversight, protecting seafarers' rights, and continuously improving processes related to compliance with the MLC, 2006.
Currently, the DGGM is in the final phase of creating the Seafarers' Welfare Committee, an entity attached to the DGGM, to promote the well-being of seafarers and address the challenges they face during their stay in the ports and jurisdictional waters of our country.
The AMP reaffirms its commitment to continue strengthening Panama's maritime leadership and the comprehensive protection of seafarers, in adherence to the highest international standards.
