The Ministry of Transport and Communications (MTC) urges provincial and district municipalities to improve infrastructure and implement appropriate signage to enforce the new speed limits for streets, 'jirones' (alleys/lanes), and avenues in urban areas, which have been in effect since July 18.
The main objective of the regulatory modification promoted by the MTC is to protect the life and health of the population.
Under a preventive approach, it is reminded that before carrying out enforcement actions in this matter, the most important thing is the improvement of signage and the dissemination of information to the public. Without adequate signage, it is not appropriate to enforce, much less sanction.
The MTC established ample time for municipalities to consider in their annual budget in order to initiate the processes of changing signs comprehensively.
In this framework, the sector monitors and supervises the implementation of the regulations. In case of non-compliance, the Internal Control offices of each municipality will be informed to take appropriate measures.
Managing traffic, focusing interventions on people and their vulnerability to automobile accidents, is fundamental to improving the quality of life in our cities.
Therefore, it is recommended that speed management be one of the priorities of local authorities; and in this framework, they should manage the necessary resources for this purpose within their budgetary process.
The MTC reminds that speed management is a process that begins with the improvement of infrastructure and signage, to continue to a stage of education and communication, and, only after that, finally move to the enforcement phase.
The MTC makes available to local governments the necessary technical assistance to continue this process of improving speed management in urban areas.
