The Action Plan approved by the APN articulates prevention, response, and recovery measures to ensure the continuity of port operations nationwide.
The National Port Authority (APN), an entity attached to the Ministry of Transport and Communications (MTC), approved its Action Plan for the occurrence of the "El Niño" Phenomenon, a tool that will strengthen the preparation and response capacity of the National Port System (SPN).
The Plan, approved by Board Presidency Resolution N° 78-2026-APN-PD, aims to articulate the necessary actions to ensure the continuity of port operations, establishing coordination mechanisms between the APN, port operators, and the public and private actors that make up the port community.
As part of the preventive phase, the APN contemplates monitoring conditions that may affect port terminals, permanent information exchange with port administrators, identification of alternative routes, and evaluation of exposed infrastructure and equipment.
Likewise, alert and monitoring mechanisms for port terminals nationwide will be strengthened through the consolidation and permanent updating of information to enable timely decision-making. During a potential emergency, a constant flow of information will be maintained, 24 hours a day, 7 days a week, to supervise the continuity of operations and promptly address any situation that may affect them.
The Plan also includes a recovery phase, aimed at evaluating impacts and contributing to the progressive reestablishment of the operational conditions of port services.
With this tool, the APN reaffirms its commitment to maintaining a prepared, articulated, and alert National Port System, strengthening its capacity to anticipate, respond to, and contribute to recovery from the possible effects of the "El Niño" Phenomenon.
