The Ministry of Transport and Communications (MTC), through Servicios Postales del Perú (SERPOST), has been strengthening the country's postal-logistics operation by activating the maritime transport model for the entry of international shipments, mainly linked to the growth of cross-border e-commerce.
One of the main changes is recorded in the distribution of the routes used for international transport. Until 2025, approximately 99.5% of international shipments entered the country by air and only 0.5% by sea. In 2026, this mix has gradually shifted, with 46% now entering by sea and 54% by air, due to the incorporation of volumes leveraging the ports of Callao and Chancay.
Meanwhile, the total shipments received by SERPOST, which includes both international and national flows, are processed as follows: 34% by sea, 41% by air, and 25% by land. In this way, SERPOST is moving from a predominantly air-based model for decades towards a multimodal postal-logistics scheme.
During the first half of 2026, SERPOST processed approximately 2.2 million shipments, including correspondence, light parcels, and express deliveries, maintaining its role as the designated postal operator of the State, connecting the country with the world, promoting cross-border e-commerce, and seeking to become the postal-logistics arm of micro, small, and medium-sized enterprises (MSMEs).
Of the total processed, approximately 740,000 shipments corresponded to packages from international e-commerce platforms, mainly from Asian countries. Likewise, 921,000 shipments came from the postal services of other countries, and 461,000 corresponded to operations within the national territory. Finally, close to 70,000 shipments were processed for international destinations, mainly to North America and Europe.
The incorporation of the maritime route for e-commerce allows for the diversification of entry routes, optimization of logistics costs for supply chain stakeholders, especially for heavier and bulkier shipments, and an expansion of capacity in response to the growth of volumes associated with international e-commerce.
