Brasília, 10/26/2026 – The National Waterway Transportation Agency (ANTAQ) has opened Public Subsidy Collection SRG No. 04/2026 to receive contributions, subsidies, and suggestions regarding the impacts and regulatory needs of different types and situations of ship-to-ship fuel transfer operations, including bunkering.
The initiative aims to gather suggestions and information on the Preliminary Regulatory Impact Analysis (AIR) report related to Topic 2.3 of the 2025/2028 Regulatory Agenda.
Users and agents of the waterway sector, as well as other interested parties, can participate until 11:59 PM on November 12, through an electronic form provided by the Agency.
The subsidy collection is a participation mechanism that allows gathering information, experiences, and suggestions from interested parties to support the analysis of the topic and the development of regulatory proposals.
How to participate
Contributions must be submitted exclusively through the electronic form for Public Subsidy Collection SRG No. 04/2026, until 11:59 PM on November 12. Submissions sent by other means will not be accepted.

To broaden the debate on the topic, ANTAQ will hold a webinar on November 3, at 10 AM, in the Agency's plenary in Brasília, with live transmission via ANTAQ's official YouTube channel.
