Brasília, 09/24/2026 – The National Waterway Transportation Agency (ANTAQ) held a webinar this Wednesday (23) to present Topic 1.3, on solid bulk transshipment operations (barge to ship). The topic is part of the 2025/2028 Regulatory Agenda and the public consultation process is open until 11:59 PM on 10/15. Director Alber Vasconcelos, Superintendent of Regulation, José Renato Filho, and Manager of Navigation Regulation, Michel Weber, participated in the webinar.
During the meeting, the main points of the Preliminary Regulatory Impact Analysis (RIA) Report were presented, including the identified problem, possible causes, and alternatives for addressing it. The initiative aimed to clarify doubts of interested parties at this stage of the process, encouraging the submission of more well-founded technical contributions.
Director Alber congratulated the Agency's technical area for the work carried out and highlighted that the study was requested by the regulated sector, and its inclusion in ANTAQ's Regulatory Agenda was due to the growth of bulk transshipment operations, especially in the North Region. He encouraged interested parties to contribute to the improvement of the document in order to refine regulatory standards.
About solid bulk transshipment operations (barge to ship)
Transshipment between vessels consists of transferring cargo from one vessel to another without disembarking on land. In the case of barge to ship, the operation occurs between a barge and a ship and is part of the logistics chain of cargo transport.
This type of operation can be carried out in different conditions and locations and has gained space in cargo outflow, especially in regions with limited port infrastructure or depth restrictions.
This diversity of situations is one of the aspects considered by ANTAQ in the Preliminary RIA of Topic 1.3, which seeks to verify whether existing rules keep up with the different ways of carrying out this activity.
