Between the forecast of an investment and the delivery of an improvement, there are decisions that need to be clear, such as what will be done, how much will be invested, and who will be responsible for each stage. In initiatives where it is adopted, the commitment term brings together these definitions and formalizes the agreement between the parties.
The work plan translates – into goals and a schedule – what has been agreed upon. Depending on the scope, the project may include the elaboration of studies, the execution of works, or the installation of equipment.
After signing, the work plan guides execution and allows monitoring the progress of services in relation to the foreseen deadlines.
In accountability, delivery records and expense receipts help verify if resources were applied according to the agreement.
How it is used in practice
In aviation, for example, the Ministry of Ports and Airports (MPor) and the Secretariat of Infrastructure of Bahia recently signed a commitment term to install the aircraft deceleration system, known as EMAS, at Jorge Amado Airport, in Ilhéus (BA). The equipment was designed to reduce an aircraft's speed if it overshoots the runway, enhancing operational safety.
In the port sector, MPor signed a commitment term for the readjustment dredging of the Port of Recife (PE). The intervention, estimated at R$ 100 million, aims to increase the depth of the internal and external channels to allow the docking of larger vessels.
The installation of equipment at an airport and the dredging of a port respond to distinct needs. What brings the two projects closer is the function of the commitment term: to follow up on the decision to invest, with an agreement that guides the work of the institutions involved until the delivery of the improvement.
