Ports, airports, and waterways connect regions, companies, businesses, and people. The modernization of these transportation systems requires long-term resources, and debentures have been instrumental in mobilizing private capital for infrastructure projects.
According to the latest survey by the Ministry of Ports and Airports, considering the port, airport, and waterway sectors combined, 47 projects have been approved, with BRL 29.2 billion in debenture issuances and BRL 47.5 billion in investments already disbursed. The disbursement indicates that the funds have already been allocated for the execution of investments in each mode of transport.
What are Debentures
A debenture is a debt security issued by a company. By purchasing the security, the investor lends funds to the company, which commits to repaying the amount according to the conditions defined in the issuance, including term and remuneration. The company, in turn, can use the raised capital to finance construction, expansions, modernizations, and equipment, diversifying its sources of funds.
In infrastructure projects, this mechanism can help raise long-term funds. The remuneration and any tax benefits granted depend on the characteristics of the security and the applicable rules; they are not the same for all debentures.
Investments in Each Sector
In ports, resources can support improvements in terminals, access, storage, and equipment. More efficient operations can reduce logistical bottlenecks and benefit exporters, importers, producers, and consumers.
In airports, investments can contribute to expanding or modernizing terminals, runways, security systems, and support structures for passengers and cargo. A more prepared network can strengthen connectivity between cities, support tourism, and facilitate the transport of goods.
In waterways, works and equipment can help leverage river routes and expand alternatives for moving large volumes of cargo. With planning, safety, and environmental considerations, this mode can strengthen regional integration and diversify national logistics.
Social Benefits
Private fundraising through debentures expands financing alternatives for projects that often require high investments. With funds already disbursed, works and improvements can advance and produce concrete benefits as they become operational.
A more modern and integrated transportation infrastructure can foster economic activity, create jobs during project execution, and improve the circulation of people and products. It can also contribute to reducing delays and logistical costs in supply. For the population, this translates into better connections between regions and more favorable conditions for the development of businesses and services.
These gains naturally depend on well-executed projects, transparency, adequate maintenance, and attention to social and environmental impacts. Disbursement is an important step: the final result will also be measured by the quality, safety, and efficiency of the services delivered to society.
Infrastructure Financing in Operation
In the period 2023 to 2026, BRL 29.2 billion in issuances and BRL 47.5 billion in investments have already been disbursed in the port, airport, and waterway sectors, which are modes under the Ministry of Ports and Airports (MPor). In October alone, BRL 8.436 billion were registered in issuances for 18 projects.
The impact will be perceived in the infrastructure that results in more efficient ports, better-prepared airports, and more effectively utilized waterways. It is in the transformation of resources into reliable services, economic opportunities, and shared benefits that investment gains meaning for society.
