
The Minister of Ports and Airports, Tomé Franca, presented on Thursday (8), in Brasília, the portfolio of projects and investments of the Ministry of Ports and Airports (MPor) for the period 2027 to 2030, with an estimated contribution of BRL 160 billion. The presentation took place at the closing of the National Brazil Export 2026 Forum and brought together new auctions, concessions, authorizations for private enterprises, and public works to expand and modernize the country's transport infrastructure.
In the port sector, the plan foresees 34 auctions, with estimated investments of BRL 20.6 billion, in addition to 70 authorizations for private enterprises, with an estimated BRL 33.1 billion. The portfolio also includes approximately BRL 2 billion in works for regional airports and BRL 7.6 billion in waterway interventions.
When presenting the plan for the next four years, the minister highlighted that the portfolio brings together projects to expand and modernize airports, ports, and waterways in Brazil. "We are working with a project portfolio that addresses different infrastructure needs of the country. These are investments to expand the capacity of our ports, strengthen regional aviation, and improve transport by waterways, with planning for the coming years," he stated.
The new portfolio continues the investments made in recent years. Between 2023 and 2026, the port sector recorded BRL 46.9 billion in private investment commitments, considering auctions, new terminals, and reinvestments in existing contracts. In the same period, private investments in the airport sector are expected to reach BRL 11.6 billion.
The port portfolio foresees 34 auctions between 2027 and 2030, with estimated investments of BRL 20.6 billion. Among the main projects are Tecon Santos 10, at the Port of Santos (SP), with BRL 6.45 billion; SSB01, at the Port of São Sebastião (SP), with BRL 3.84 billion; and ITJ01, at the Port of Itajaí (SC), with BRL 2.66 billion.
The portfolio also includes VDC10, at the Port of Vila do Conde (PA), with BRL 1.93 billion, and IQI15, at the Port of Itaqui (MA), with BRL 1.22 billion.
The expectation is to expand the operational capacity of Brazilian ports and create conditions to meet the growth in cargo movement. For 2026, the projection is 1.45 billion tons moved.
Between 2023 and 2026, 29 port auctions were held, with BRL 15.68 billion in investments. The new portfolio continues this process, with projects aimed at the expansion and modernization of Brazilian port infrastructure.
In addition to the auctions, 70 port authorizations are planned, including Private Use Terminals (TUPs), Cargo Transshipment Stations (ETCs), and Tourist Port Facilities (IPTur), with estimated investments of BRL 33.1 billion. The Southeast concentrates BRL 14.64 billion of this amount; followed by the South, with BRL 7.33 billion; North, with BRL 6.78 billion; and Northeast, with BRL 4.3 billion.
In the public investment portfolio, 18 port works are planned, with BRL 2.15 billion. Among the interventions are the modernization of the fender systems of the ports of Recife (PE) and Natal (RN), the completion of Moegão, at the Port of Paranaguá (PR), and the revitalization of land access roads to the Port of Santana (AP).
In civil aviation, the plan includes the expansion of regional infrastructure and investments in airports already granted to private initiative. Brazil is expected to end 2026 with approximately 134 million passengers transported.
Among the main projects is the incorporation of regional airports into existing concessions, expanding private participation in management and investments. The first stage, in 2025, included 13 airports, with BRL 731.6 million in investments. The second will bring together another 10 airports included in the renegotiation of the Brasília Airport concession contract, with an estimated BRL 857.8 million.
The portfolio also foresees the renegotiation of the Viracopos Airport contract, in Campinas (SP), with BRL 1.5 billion in investments and integration of regional airports.
In the public portfolio for 2027–2030, 59 regional airports are included in the forecast for works, studies, and projects, with estimated investments of BRL 2 billion.
The plan also includes the expansion of investments in economic activities within airport sites, such as logistics centers, hotels, schools, hospitals, and commercial enterprises. Approved investments in this modality reach BRL 6.07 billion.
The plan for the waterway sector foresees BRL 7.6 billion in works between 2027 and 2030, with interventions aimed at improving navigation conditions, expanding cargo and passenger transport infrastructure, and strengthening logistical integration.
Among the highlights is the expansion of the Manaus Waterway Terminal, known as Manaus Moderna, with an estimated investment of BRL 964 million. The project foresees improvements in embarkation and disembarkation infrastructure and in the conditions of service to the population using river transport.
The portfolio also includes maintenance dredging, the removal of Pedral do Lourenço, the construction, recovery, and maintenance of Small Public Port Facilities (IP4), the modernization of locks, and the implementation of waterway signaling and monitoring systems.
On the concessions front, projects are being structured for the São Francisco, Paraguay, Madeira, and Tocantins rivers waterways, as well as the Green Waterway and Lagoa Mirim. The portfolio foresees services to improve navigation conditions, with logistical, social, and environmental gains.
Water transport also shows growth prospects. For 2026, the estimate is 233 million tons moved by cabotage and 162 million tons by inland waterways.
Another highlight of the presentation was the forecast of BRL 95 billion in financing priorities by the Merchant Marine Fund (FMM) between 2027 and 2030. Of this total, BRL 60 billion is foreseen for naval projects and BRL 35 billion for port infrastructure. The plan also includes measures to strengthen sector financing, such as a bill to modernize the fund and the creation of a guarantee fund.
In addition to the project portfolios, the Ministry presented initiatives to increase legal certainty and improve the investment environment. These include the insurance policy for port, airport, and waterway concessions, the expansion of financing mechanisms through the capital market, and the implementation of biometric identification in ports and airports.
These measures continue instruments that have already been used to stimulate infrastructure investments. Between 2023 and 2026, tax incentives for infrastructure projects were associated with BRL 34.9 billion in investments, while the issuance of incentivized debentures totaled BRL 29.2 billion.
During the presentation, Tomé Franca also announced the forecast of three new port auctions for December 9, including projects at the Port of Itaqui (MA), Maceió (AL), and Salvador (BA).
"We are advancing on different fronts, from new infrastructure projects to modernization and financing measures. The objective is to create conditions to expand investments and improve the country's transport infrastructure," concluded the minister.
