Indecopi increased the use of trade defense measures against imports entering the country under dumping practices or subsidies.
Between 2025 and August 2026, the entity imposed or renewed nine anti-dumping and countervailing duties, more than double the measures adopted throughout the 2023-2024 period.
The measures affected products from the industrial, textile, apparel, and biofuel sectors.
Anti-dumping duties seek to counteract imports entering at prices lower than their normal value in the market of origin, while countervailing duties respond to certain subsidies received by foreign products.
Between January and August 2026, 39 interested parties participated in investigations resolved by the Commission on Dumping, Subsidies, and Elimination of Non-Tariff Trade Barriers (CDB), including 13 foreign companies that provided economic and financial information.
The increased participation also led to a rise in the treatment of confidential information: the CDB issued 162 confidentiality resolutions in cases resolved between January and August 2026, compared to 63 corresponding to cases resolved in 2025.
The average time to resolve investigations and reviews on dumping and subsidies was 10 months in 2025 and 14 months between January and August 2026.
Both periods remain below the maximum period of 18 months provided for in the applicable regulations. The increase in measures represents a significant scenario for both national producers seeking protection against unfair practices and for companies importing products affected by these procedures.
