Port of Rosario: bimodal connectivity and agro-export capacity on the Main Navigable Waterway

With a strategic area of 120 hectares along the Paraná-Paraguay Waterway and solid bimodal connectivity, the complex managed by ENAPRO consolidates its role as a key export hub for central and northern Argentina, combining port efficiency with strong riverfront and tourism development.

The terminals operating in the Port of Rosario, under the administration of the Rosario Port Authority (ENAPRO), moved 1,744,788 tons in the first three quarters of 2026. This result places the complex as one of the main transfer points along the Main Navigable Waterway (VNT) of the Paraná River.

In the first quarter, the docks processed 763,611 tons, while in the second quarter they reached 773,086 tons. In the third quarter, with figures still preliminary, the volume amounts to 208,091 tons.

Regulatory framework and administration

The management, direction, and commercial operation of the complex are handled by the Ente Administrador del Puerto de Rosario (ENAPRO). This entity bases its institutional origin on the provisions of National Port Activities Law No. 24,093, complemented at the local level by Provincial Law No. 11,011 of Santa Fe. Through this legislative structure, the entity was formally established as a non-state public legal person whose founding mandate is to preserve the commercial purpose of the terminal and guarantee its public use.

ENAPRO's core function is not the direct handling of cargo on the docks, but the oversight and management of the private concession scheme. Institutional leadership is structured through a tripartite Board of Directors, featuring direct participation from the public, corporate, and labor sectors tied to port activities.

The board is currently chaired by Graciela Alabarce and composed of representatives from key areas of the value chain, including agricultural producers, maritime agency chambers, import and export firms, vessel service providers, port workers, and institutional delegates from the Municipality of Rosario.

Bimodal network and logistics access

The port's throughput capacity is supported by a robust bimodal connectivity network that facilitates the agile flow of goods in and out. By land, the complex features direct access via the ring road system, connecting it to National Routes 9, 11, 33, 34, and 178, as well as Provincial Routes 14, 18, and 21. According to records from the port authority, trucking currently accounts for 95% of cargo volume entering the facility.

On the rail front, the infrastructure provides direct operational connections to the mainlines of Nuevo Central Argentino (NCA) and Belgrano Cargas. A key technical advantage for the terminal is its internal dual-gauge or dual-track rail layout. This converging rail system enables concurrent operations for trains of different track gauges, maintaining an unloading pace that can reach 200 railcars per 24-hour cycle.

Commercial operations are divided into concessioned business units. Among them is the operation by Santa Rosa in the sand and aggregate extraction segment. This facility supplies the local construction market by processing five distinct grades of sand, featuring sorting silos with a capacity of 960 cubic meters and large ground storage basins designed to hold up to 6,000 cubic meters of material.

Multipurpose Terminal (TPR)

The multipurpose unit, concessioned to Terminal Puerto Rosario (TPR), covers an area of 65 hectares and features waterfront infrastructure consisting of three continuous wharves totaling 1,600 linear meters of continuous berth line for ocean-going vessels.

For storage and consolidation of general cargo, TPR features indoor warehouse space, complemented by a cold storage facility designed for perishable goods. In liquid bulk handling, the facility operates a tank farm of 26 vertical tanks with a combined capacity of 78,000 cubic meters. These storage tanks are connected via a network of pressurized underground pipelines.

Container logistics, which during peak demand months has recorded movements exceeding 38,000 TEUs and nearly 400,000 tons handled, is executed using a fleet of reach stackers and Gottwald mobile harbor cranes. The terminal also features yards equipped with reefer plugs for refrigerated units, customs scales, scanners, and segregated areas for handling dangerous goods under the IMDG Code.

For dry bulk handling, the facility operates mechanical truck unloaders and shiploaders that maintain a sustained loading rate of 1,000 tons per hour. This operation is complemented by the Revolver system, a specialized mechanism for clean vessel loading via container tipping with rotating spreaders, drastically reducing particulate emissions.

Agri-bulk Terminal (Sepor)

The terminal specialized in high-volume agricultural commodities, operated under concession by Servicios Portuarios (Sepor), covers an area of 20 hectares with more than 70,000 square meters of covered storage facilities. Its waterfront layout features two simultaneous berthing docks designed for loading Panamax vessels directly.

For receiving inland shipments from the agricultural hinterland, the facility features ten hydraulic truck tippers. Six of these can operate simultaneously during peak harvest, providing the concessionaire with a continuous unloading throughput of up to 1,000 trucks per day.

The total storage capacity of the terminal reaches 220,000 tons, distributed across flat storage cells and vertical silos with capacities ranging between 800 and 1,200 tons. This layout is complemented by smaller silos of 200 to 300 tons capacity for segregating specialty grains, alongside an additional cold storage room of 2,700 square meters. The logistics pipeline for this unit focuses on exporting raw grains such as soybeans, wheat, sorghum, and corn to high-demand markets in China, Brazil, and Egypt.

River Terminal and tourism development

Alongside its active commercial operations, ENAPRO directly manages Rosario's New River Terminal (NTF), a facility designed for passenger traffic and recreational activities. In 2026, the Government of Santa Fe allocated over $2.6 billion ARS to complete a comprehensive structural overhaul of its docks and fendering systems.

In operational terms, the terminal recorded nearly 40,000 passengers during the 2025/2026 summer season. The facility serves as the departure point for regular ferry service to the Isla Sabino Corsi nature reserve, hosts boat tours, and houses the immersive educational program "Río 360".

The facility upgrades and modern infrastructure are aimed at securing the necessary safety certifications over the medium term to formally accommodate international cruise ships along the Rosario waterfront.
