The Ministry of Ports and Airports (MPor) held its 14th Ordinary Meeting of the Navegue Simples Program's Interinstitutional Technical Committee this Friday (16). The meeting's agenda included monitoring the activities of the working groups, analyzing reports, and discussing the initiative's next steps. The meeting marked the committee's final alignment before the 2nd Navegue Simples Journey, scheduled for November 17, 2026. The event will be a space for presenting program results, discussing identified challenges, and aligning the next steps of the agenda for simplifying port processes.
Participants in the meeting included the Chief of Staff of the MPor Executive Secretariat, Juliana Nunes; the Director of Sectoral Policy, Planning, and Innovation Programs at MPor, Tetsu Koike; and representatives from the National Secretariat of Ports (SNP), the National Waterway Transportation Agency (Antaq), the Brazilian Institute of Environment and Renewable Natural Resources (Ibama), the Secretariat of Federal Heritage (SPU/MGI), the Secretariat of Competitiveness and Regulatory Policy of the Ministry of Development, Industry, Commerce, and Services (SCPR/MDIC), and the Special Secretariat of the Investment Partnerships Program (Sepac) of the Civil House of the Presidency of the Republic.
The Navegue Simples working groups bring together representatives from public institutions and the private sector to examine procedures, identify administrative obstacles, and discuss proposals related to port processes. The work fronts cover topics such as procedures applicable to authorized private use terminals; federal environmental licensing of port facilities outside organized ports; the use of federal land and physical spaces in public waters; leases and grants in organized ports; in addition to innovation, research, development, and digital transformation.
For Tetsu Koike, the articulation between institutions is part of the process of analyzing sector procedures. "We are advancing in building solutions for important challenges in the port sector. Monitoring the working groups and planning the next steps are fundamental to consolidating proposals, improving processes, and strengthening the articulation between the institutions involved. We want to transform this joint effort into initiatives that contribute to the modernization of ports and to improving the business environment," he stated.
Decommissioning of offshore structures
Presented by Raquel de Oliveira Lannes, Director of the Institutional Articulation Program, one of the meeting's highlights is the new Working Group 08 (GT-08), which will focus on surveying the demand for offshore decommissioning services, an activity related to the deactivation and disposal of structures and assets used in oil and gas exploration.
The group will map the projected demand for the coming years, assess the capacity of national ports and shipyards, and examine possible public policy measures and financing alternatives related to the topic. The work will also consider aspects related to port infrastructure, the country's service capacity, and the utilization of materials and structures, including issues related to the circular economy.
Raquel Lannes highlighted the activity's potential to boost national industry and advocated for mapping demand and available infrastructure in the country.
"Offshore decommissioning represents an important opportunity for Brazil's industrial development. We need to map demand and assess available infrastructure to identify how to expand national service capacity. With this diagnosis, we can study incentive measures that contribute to taking advantage of this market, stimulating the circular economy, and generating employment and income," she emphasized.
Continuation of work in 2027
The program's third wave of work is scheduled to continue until August 2027. The schedule includes the presentation of the program's activity results, a panel with the working groups, and discussions on challenges and priorities related to simplifying port processes. The meeting is expected to bring together members of the working groups, representatives of public bodies, partner institutions, and companies in the sector.
On December 12, the 15th Ordinary Meeting of the Interinstitutional Technical Committee is also scheduled, with an agenda on the balance of 2026 activities and planning for 2027. Among the planned next steps are the consolidation of working group reports and the organization of actions for the next year.
