In the framework of the first discussion panel of the 2026 Infrastructure and Private Investment Conference, the Vice Minister of Transport, Gabriela Carrasco Carrasco, presented the strategic vision and institutional stance of the Ministry of Transport and Communications (MTC) regarding the development and management of the Public-Private Partnership (PPP) model.
During her intervention at the central table focused on promotion, execution, and gap closure, the Vice Minister addressed the main challenges posed by the application of the current regulatory framework (Law N° 32441) and the debate surrounding the "PPP 5.0" model. In this regard, she emphasized that any scheme for centralizing contractual management must be analyzed prudently with respect to the transport sector.
The Vice Minister of Transport highlighted the MTC's immediate response capability and versatility to ensure national transitability and security. Faced with emergency situations or urgent infrastructure needs, the ministry has demonstrated dynamic management through the use of direct agreements and legal mechanisms that allow for the execution of critical maintenance works and structural interventions without interrupting the provision of concessioned public services.
In relation to the project life cycle and current investments, the head of the Vice Ministry of Transport underscored the importance of optimizing the joint evaluation of addenda and contractual renewals. She remarked that the sector's priority is to ensure operational continuity, adapt infrastructure to the growing user demand, coordinating closely with other actors in the private investment system.
The meeting also featured the participation of prominent speakers from the public sector, academia, and the legal field, such as Juan Suito (ProInversión), Gloria Cadillo (Ositrán), Gonzalo Ruiz Díaz (PUCP), Lenin Mayorga, and Juan Carlos Salinas (Estudio Muñiz), consolidating a high-level forum for the debate of public policies in infrastructure.
