The Panama Maritime Authority (AMP) is advancing in the renewal of the National Maritime Strategy (EMN), defining a roadmap that concretizes the country's leadership as an international logistics platform with a state vision.
The objective is to have a planning and management document that guides priorities, articulates responsibilities, strengthens institutional coordination, and establishes monitoring mechanisms with measurable results.
The first stage of the process, developed with the technical support of the Inter-American Development Bank (IDB), includes a historical and legal review of the strategy, a comparative analysis of international experiences, and an evaluation of the main trends transforming the maritime industry.
The EMN will identify the challenges and opportunities facing Panama and define the areas with the greatest potential for national development.
Among the strategic factors under analysis are geopolitics and world trade, supply chains, climate change and resilience, decarbonization, digitalization and cybersecurity, the transformation of maritime markets, human capital, the future of work, and institutional governance.
Likewise, an integral vision of the relationship between maritime activity, connectivity, logistics, and territory is proposed, incorporating elements such as the integration of the hinterland (commercial influence zone of the ports), multimodality, short-sea shipping, maritime connectivity, and the strengthening of productive linkages.
According to the AMP, the development of the document requires a shared vision among the public and private sectors, academia, trade associations, and other actors linked to the maritime and logistics sector, in order to align capacities, identify opportunities, and build solutions.
The new EMN seeks to integrate Panama's main assets, incorporating the Canal, ports, ship registry, logistics services, connectivity, and human talent under a unified development vision. The challenge is to transform these advantages into investment, employment, innovation, competitiveness, and sustainability, basing the country's role in the global maritime economy and ensuring tangible benefits for the population.
